Upcoming Meetings and Events

Board of Directors Meeting

Meetings of the Board of Directors are normally held the second Wednesday of every month at the Organization's offices located at 3460 Hampton Avenue, Suite 106, St. Louis, Missouri at 5:30 p.m. The next meeting is scheduled for August 10th, 2005 at 5:30 p.m.

General Membership Meeting

General Membership meetings are normally held four times a year. The 3rd quarter meeting is scheduled for September 10th, 2005.

Annual Picnic

This years annual picnic was canceled do to scheduling conflicts and a date for the 2006 picnic has not been set.

Last years annual summer picnic and pool party was held June 27, 2003 at the Elk's Club, 12481 Ladue Road. Everyone enjoyed plenty of food and drinks with music provided by the Scott Laytham and Karl "Trickee"  Holmes Duo. Some photos of the event have been posted on the photos page.

Annual Christmas Party

Last years annual Christmas Party was held December 2, 2004 at the Royale Orleans Banquet Center, 2801 Telegraph Road. Everyone enjoyed the open bar and buffet style dinner with music again provided by the Scott Laytham and Karl "Trickee" Holmes Duo. Photos of the event will be posted on the photos page soon.

Legislation

Two of the pieces of legislation introduced on behalf of the St. Louis Police Leadership Organization for it's members successfully passed the Missouri House and Senate during the 2003 regular legislative session.

SB 513 Sponsored by Senator Harry Kennedy (D) and Co-Sponsored by Senator Maida Coleman (D) in the Missouri Senate and Representative Michael Daus (D) in the Missouri House of Representatives removes the discretion of the St. Louis Board of Police Commissioners in granting paid vacation and holidays to the commissioned officers of the department. This bill modifies Section 84.140, RSMo, changing the words "may" to "shall" in the granting of five weeks of vacation and fifteen holidays.

The official bill passed as SCS SB 513 and has an effective date of August 28, 2003. The Governor signed the bill into law on July 1, 2003.

SB 248 Senator Harry Kennedy (D) successfully added an amendment to this bill in the final days of the session. The amendment grants a sixth week of vacation to officers with 30 years of service who are eligible to participate in the deferred retirement option plan (DROP). This bill modifies Section 84.140, RSMo, and has a "shall receive" provision.

The official bill passed as CCS HS HCS SS#2 SCS SB 248, 100, 118, 233, 247, 341 & 420 and our provision in the bill has an effective date of August 28, 2003. The Governor signed the bill into law on June 19th, 2003.

At the July 16th meeting of the Board of Police Commissioners, the board voted to approve the sixth week of vacation for commissioned employees and extended it to include the department's civilian employees with 30 years of service. Of special interest is during Board debate on the issue, the department indicated they had a legal opinion that questioned if an officer currently in drop or that had completed drop would be eligible to receive the extra week of vacation.

While we believe the legislative intent of the bill was clear, we appreciate the actions of the Chief and the Board in approving the additional week of vacation for our senior officers without the need for any court action.
